The running of the bull… Minotarr!
A Power Level 12 Rogue, Minotarr is a brute your players will love to hate. This thuggish fool has been cursed with great power, despite having no sense of responsibility! Not the world’s most inspiring leader, he still brings with him a number of power level 7 thugs who’re just as obnoxious and bull-headed (well, figuratively) as their leader. Minotarr is a classic villain archetype in the Beacon City universe, but can be dropped into any campaign with very little alteration.
Minotarr is designated “Violet” for his magical origins. This can attract the attention of heroes of a mystic bent who aren’t used to dealing with foes who are so direct in their villainy or methods of combat. Of course, because Minotarr holds grudges easily, he makes a great nemesis for any hero who stands between him and whatever he wants to grab by force. Editor’s Note: Paired with Ticktock, Minotarr makes for a fun “Old West” themed episode of your game. Your players may get a lot of mileage out of bull puns at his expense!

A villain in search of his equal… The Conductor!

A Power Level 12 Rogue, The Conductor is a villainous mastermind who is actively searching for a hero who can rival his genius. No ordinary superhero will do, so he will first test the mettle of his chosen arch-foes by sending his PL 10 lieutenant Overclock. The Conductor’s super-charged battlesuit backs his considerable brains up with a pretty brawny set of combat abilities, and Overclock has the speed to keep up with most “average” heroes by himself. The Conductor and Overclock add more depth to the Beacon City universe, but can be dropped into any campaign with very little alteration.
The Conductor and Overclock are both designated “Blue” for their technological origins. Unlike many villains, The Conductor is a very proactive villain who is actively searching to make a hero his foe. His brains and his ego demand he seek out the bravest, noblest, and most intelligent foes to test himself against. His love of technology also makes him a great foe for tech-themed heroes of any stripe. Overclock serves as an early indication of The Conductor’s interest in the heroes, as well as an indication of the kind of person their mysterious foe is. Both characters are class acts, villains who hail from an era when superheroes were measured by their Rogues Galleries.

A Power Level 10 Rogue, Ticktock is a steampunk android with an itchy trigger finger. A perfect way to bring an “Old West” theme to your superhero campaign, Ticktock’s favorite capers can be pulled right from your favorite western films! He also comes complete with a posse of robots he’s roped into his gang, should you need a quick villain group for an episode. Ticktock the Clockwork Kid is an iconic figure in the Beacon City universe, but can be dropped into any campaign with very little alteration.
Ticktock is designated “Blue” for his technological origins, as are the members of his Robot Roundup. This can make him a great nemesis for technological superheroes, but he can also be an ideal villain for western-themed heroes who need someone to indulge their quick-draw skill against! Steampunk-themed heroes will appreciate his motif, and if you have any robotic heroes on your team, they may see this villain as an ancestor of sorts! His “Old West” code makes him a memorable character for any campaign, and his robot nature means he can return to plague your heroes again and again.

A Power Level 11 Rival, Captain Archon is a United States Air Force Captain with an unusually broad mandate. She is both research subject and public relations champion, in addition to her active military role fighting meta-humans at home and abroad. Captain Archon is an iconic figure in the Beacon City universe, but can be dropped into any campaign with very little alteration.
Captain Archon is a technologically enhanced superhuman whose battlesuit is powered by her own innate super-powers. Her special qualities helped her rise through the ranks, but she takes her role very, very seriously. As a result, she is uncompromising when dealing with superheroes unaffiliated with an official group, and may often come into conflict with them. A prefect Rival for heroes who like to challenge the system, she represents both patriot and defender of order. Built under the same guidelines for a Power Level 11 Player Character, she can also be used as a handy “Guest Star” for a player visiting your game who doesn’t have a character ready.
